Queen industries secretly experiment with unstable GMO, their goal was to create a new fast growing super crop.
All of these sample batches, were spliced with a combination of animal DNA including human. But one subject was vastly different from the others, for some reason couldn't be replicate.
It could react to outside stimuli, as it grew it began to take a humanoid form. Eventually maturing into a female figure, even learning to speak.
The scientists gave her the name Flora, when they determined her to be sentient. Eventually Flora escaped from the lab, determined to live free.
The plant woman is will to do what ever it takes to stay free even if it means killing.

Knowledge is power, any & all information can give a clear advantage. That is the philosophy of Charles Szasz.
Charles is the most infamous info broker alive, trading in deeply held sought after secrets. Anything from blackmail, Corruption, Insider trading, extortion, assassination etc.
He sells his info to the highest bidder, but gives the info in plain sight in an eccentric manner. He releases heavily coded riddles/puzzles, letting those willing to pay decipher the highly value info.
He is infamously called the Riddler.

Catwoman - Yolanda Montez
Infamously known as catwoman, Yolanda sells her services as an criminal enforcer. Beautiful as she is formidable in hand to hand combat.
Catwoman is very skilled in several different fighting styles, including Aikido, wing chun, and boxing.
Along with her marital skill, her agility borders on meta human often compared to a wild cat. Despite that she is human, making it even more impressive that she could hold her own against Kirk langstrom batman. Relying on both skills and uncanny luck to keep up.
Over time her encounters with Batman, became less hostile and more casual over time.
