We have two main operations in Colombia.
1) The CIA is fighting communist insurgencies in the rural areas.
2) The DEA collapsed Pablo Escobar's Medellín Cartel, and then went on to collapse the Cali Cartel, which immediately took Medellín's place as the top dog.
The DEA was in Colombia for a fair reason. Pablo Escobar was shipping over tons of cocaine into Miami, NYC, Las Vegas, and other major US cities. What we did to catch him was unacceptable.
DEA agents worked with Colombian authorities in order to take down Escobar, and later, Cali.
The CIA worked with far-right paramilitary narcotrafficking organization Los PEPES, comprised of a militia that waged war against the communist guerrillas in the jungle. When Escobar worked with communist rebels in order to raid Colombia's capital, the CIA saw this as the time to step in.
They went on to fund and give intelligence to Los PEPES, allowing many of Escobar's men to be handed over to a paramilitary organization and not the Colombian or US federal governments.
