This is like with KiriMina, but minus the whole childhood best friends.
They had a big moment in season 2 where they had to be partners. Todo had a plan, but it failed.
Then after his plan didn't work he finally listened to Momo.
But even though Todo's plan didn't work Momo still was looking up to him. I feel like she had a crush on him.
We may never know.
