It states that 20% of the population is quirkless, buttttttttttttttttt what if your quirk is breathing in outer space? Or being able to drink poison? You wouldn't know because you couldn't try. No ones going to be like ooooooo let's chop my head off and see if I live! Even if tape couldn't stick to you or something like that, it would count as a quirk.
