Welcome to this poorly written headcanon. As stated before, this is based on the film Snake Eyes: G.I. Joe Origins. It can take place before or after the film (it doesn't matter).
Tommy Arashikage deserves better but here we are. At least I made an effort to write this which is better than nothing. Anyway, I also posted this A-Z headcanon on Tumblr. Probably the only headcanon since there is barely any fanfiction of Tommy or G.I. Joe content, so it wouldn't be that hard to find.
