After surviving the Crushing of UA, the Storm Hawks and the others waited in the starting arena for the other students to arrive. Soon enough, all of Class 1-A had advanced to the next stage of the Provisional License Exams. Soon enough, Mera spoke to the students.
Mera: The next test will be the last one. We will have you all perform rescue exercises as bystanders in this disaster site.
Kaminari/Mineta: Bystanders?
Toru: They're people who happen to be at the scene. We learned this in class, remember?

Mera: We will assume that those of you who have passed the first test have received your provisional licenses and test how well you can carry out suitable rescue procedures.

As the Storm Hawks moved through the disaster area, they could see the students from the other schools performing exceptionally well, even more so than Class 1-A.
Piper: Looks like some of the other classes have more training on rescue missions than us.
Aerrow: That won't stop us! Let's keep moving!
The Storm Hawks then thought back to how the USJ was originally meant to help train Class 1-A on how to conduct rescue missions in various different environments. The attack from the League of Villains interrupted that. Despite the disadvantage they had, the Storm Hawks had every faith that they would rise up to the challenge. Soon enough, the Storm Hawks came across a burning building. Screams could be heard inside.
Aerrow: All right everyone! Follow me!
Without hesitation, the Storm Hawks rushed inside the burning building. They soon see a group of citizens trapped underneath some rubble.
Male Citizen: P...please! Help us! We're trapped!
Aerrow: Don't worry! We'll get you out! Junko, let's remove that rubble!
Junko: On it!
Junko then activates his Muscle Augmentation Quirk to augment his strength. He then lifts the rubble, allowing the citizens to crawl away. As they did, parts of the ceiling began to collapse. As debris threatened to harm the civilians, Finn uses his Deadeye Quirk to fire an arrow which ricochets through the debris, crushing them.
Elderly Citizen: Bonus points for decisive action in a high risk situation.
Finn: Chika-Cha!
Aerrow: Let's get you to safety!
Suddenly, both the entrance and the exit caves in. The only way out was the fire escape ladder, but there were flames surrounding it. Aerrow then uses his Wind Sheer Quirk to put out the flames. Once they flames were out, the Storm Hawks escort the civilians to the rooftop. As they reached the rooftop, the building began to shake. The Storm Hawks looked down to see the Pro Hero Gang Orca and his sidekicks acting as Villains.
Finn: Crap....
Soon enough, a group of Gang Orca's sidekicks entered the rooftop.
Gang Orca Sidekick: End of the line Heroes! Any last words?
Aerrow: Piper! Now!
As Aerrow says this, Piper activates the Fire's Blast of her Binding Quirk and shoots the floor beneath the Gang Orca sidekicks, causing them to fall.
Aerrow: Let's get going! Down the ladder!
Aerrow and the other Storm Hawks then escorts the civilians down the ladder leading them to safety. The Storm Hawks then leads them to the safe area. This continued on until he was able to acquire the points needed to pass. Soon enough, the Provisional License Exams ended. Most of Class 1-A had passed the exams with the exception of Todoroki and Bakugo. Upon receiving their Hero Licenses,his continued on until he was able to acquire the points needed to pass. Junko: This is so awesome! I think I'm gonna cry....
In that moment, the Storm Hawks were now one step closer to fulfilling their dreams of becoming Pro Heroes. Their hard work had finally paid off. Despite this acheivement, the Storm Hawks knew that this was only the beginning. And the need of Heroes more urgent than ever, the Storm Hawks would not let their hard work be for nothing.
