There was a crisis in a refugee camp where a Countess Katarina Karkov's soldier had just planted an IED and left someone standing there.
The device was plugged to a laptop and some sort of digital scale with a refugee on top of it. The man that armed the device was about to blow up the device remotely, but he was taken down by Luke Sullivan, who knocked him unconscious without the bad guy releasing the dead man's switch.
Luke sees the bomber's equipment and says - Cool gear. Do you mind if I take it? -
After disabling the device, Luke remembered that fateful day his father died in a flashback

Luke kept daydreaming the only time his father Robert hit him. He could hear him saying - Don't you sit there! Get your ass up! Run! -

After the flashback, he snaps back to his senses when he hears a warning alarm, alerting about the presence of the regime's troops heading towards the camp.
Luke addressed the refugee camp's administration - This terrorist bomb had the purpose of doing delay tactics. There's enemy forces coming this way!-

Luke anslyze the engine and, using the bomber's tech, he manages to repair a leak in the engine. He says - Ok, guys, it's fixed. Let's go! -
A while later, a small battalion of regime's soldiers arrived at what remained of the camp. They found their bomber strapped in to his own explosive device
The bomber says to the commander - The camp had a specialized soldier, sir. -
The commander was Brock Rumlow, the Crossbones.

Crossbones pick up a memory device from the bomber's helmet.
The bomber says - Please, help me, sir. I won't fail you again. - Crossbones replies - You won't. FIRE IN THE HOLE!!
Crossbones tossed a grenade at the bomber and this one tries to get up from the scale of the device and the device explodes.
On the distance, Luke could hear the explosion - One of the children says - What was that?- Luke reassure her - Don't worry. We made it in time-
Luke keep saying inside his head - I've decided to fight my own battle in order to someday become a man like my father... I'll protect these people-
Meanwhile, back in the abandoned camp, Crossbones contacted his employer. She was the Countess Katarina Karkov
Katarina asks - Did you acquire more people for our experiments, Rumlow? Crossbones says while seeing the memory in the bomber's helmet - The cattle had a defender with them. An American like myself.
Katarina sees the information about Luke and with a face recognition software figured out his identity
She says - He's a former Special Forces Operative gone rogue. According to this, he was one of the candidates to replace Captain America in the future.
Crossbones clenches his fists so hard that blood falls from his hand. He says - He will be dealt with - Katarine responds - Men like him are searching for their own fight. He will come to you, eventually. We must keep searching for test subjects. Let one of our techno assets to take them
