Fulgur just Giggle cause he already feel and know the Fact that Uki is his 'SOULMATE' Gives him Butterflys in his stomach it was tickles and Fulgur love that feeling cause he already know the feeling meeting your 'SOULMATE'

Because he read too many books and accidentally find a book about the facts when u accidentally meet your 'Soulmate' and He knows that once he meet his 'Soulmate' their bonds will be stronger and never even have a chance so let go of each other that's why when he first met Uki he already know it's was him he knows that's Uki is his 'SOULMATE'.
