When your In the prison he's quirk also gives him the ability to switch two people's quirks just by simply touching them. In the box or out,once this happens, both people with have each other's quirks instead of their own, making them confused and weaker. The only downside to he's quirk is that it only lasts for 15 minutes. And if it's just the prison he'll have trouble breathing when he use he's quirk.
