Tommy will be able to get different pokémon as he travels with Team rocket. So he will get the chance to build a team of six.
Option 1:
This evee reminds Tommy of Wilbur in the beginning of L'manberg. They both love to sing and once they found a pair of round glasses evee refuses to take it off.
If they were to evolve they will turn to a sylveon. When Tommy learns what it means he will cry.
Option 2:
This Vulpix is a high energy pokémon that reminds Tommy of his past self. If for some reason someone trys to make Vulpix change he'll flip out.
Tommy trys to match the fire in this pokémon. If they evolve the teen will be sad he can't carry them around that often.
Both:
Tommy loves to pet their soft fur it helps calm him down. No matter the task they are doing Tommy will make sure his pokémon eat.
