Weapons—That's all they were to the group known as The Light. They were cloned from the DNA of Superman, hoping to bring the Man of Steel into the organization or eliminate him should he refuse. Well, that was Connor's purpose. It was originally supposed to be just Connor.
Iva Kal-El was a last-minute experiment for Cadmus scientists. They had just completed their cloning process for Superboy when one scientist proposed to make another. The more, the merrier was the idea. With not one, but two clones, they'd have their weapon and a backup should one perish. Whilst Kon-El would be the one to carry out their mission, Iva Kal-El would be "crowd control" and ensure that nothing stood in the way of their mission and if it came down to it, she'd put her life on the line. As Cadmus put it "We just needed Superboy. We don't need you." She was just collateral.
