Hello! I found a lot of inspiration for this request so I managed to complete it much earlier than I expected :D I've made two versions. One has the red wisps around the dragon, but I thought that looked too busy with the other wisps on the border and the colour scheme, so I made another version with red sparks instead. I also couldn't find any decent stock of a dragon with its head looking upwards, so I hope this one will do!
