tldr - james only remembered on a need-to-know basis for seventy years while losing details and entire events in his past .
There was a dual goal to james' brainwashing . the first being eradicating his memories and connection to his previous life / identity as well as conditioning him into the winter soldier . essentially they wanted a super soldier who could maintain a clean slate state of mind rising only for their missions and then forgetting them before being put to sleep . avoiding all the shell shock ( ptsd ) they had observed in soldiers previously .
shuri noted severe damage to his hippocampus and commented that she was impressed he could remember anything . why ? because the hippocampus pushes short-term memories along to the long-term memory via cortical circuits . hydra's goal was to eradicate specific portions of his long-term memory and control what short-term memories became long-term memories & they did just that .
