Prologue

Captain Juniper Leaf Cookie sat solemnly at the harbor, moonlight shimmering against the once harsh waves.
The Republic was his home, but the tom wasn't always so sure that it was his daughter's.
It was dangerous down in the lower city, but the upper city was safer than ever, yet he couldn't seem to ever reach it.
