This chapter is about creating your villain.
The important thing about making a complex villain is giving them a backstory. Think:
1. Why are they the way they are?
2. Were they born evil?
3. Are they close with anyone?
4. What is their relationship to the protagonist?
Those are some good starting questions. You could have a relatable villain. Make the reader feel bad for them, give them a tragic backstory, etc. You could make them just evil, with no justification. This works well if it is a fairytale/fantasy story.
Run wild with the villain. They might even be the most developed character in your story!
If you haven't already, you want to give them the same kind of description as the main/side characters. If you need that template it is in previous chapters.
