The ocean was in danger...not to mention Ariel herself. Morgana, Ursula's sister, was on the loose and sought the kingdom as well as revenge for her sister's death. However, every time they tried to catch Morgana, she would disappear. They eventually sent out search parties to look for her so they could find her and deal with her before she would wreak havoc upon the ocean.
