After finally receiving Hawks' secret message in the book, Endeavor understood everything. Reading a few more words Hawks has also relayed a message that in case of failure to gather more manpower.
Endeavor then remembers when he was summoned by the President of the Hero Public Safety Commission, Madam President. She had told Endeavor to train the work study students thoroughly so that they would have more experience with villains.
As everything started to connect, Endeavor realized that the Commission and Hawks had already grasped the outline of the enemy and were working behind the scenes. The work studies program was to prepare the students for this particular reason.
Normally, work study students would work with the agency's sidekicks, however, after grasping the situation, Endeavor decides to do what Hawks' message has said and personally train his four interns.
Currently, Endeavor and the four U.A. students who were wearing their hero costumes were in the agency's training room along with some sidekicks.

As Midoriya was trying to explain his new Quirk, Black Whip, Bakugo was looking at him irritated while Midoriya was trying to find the right words.
