If you're writing in first person, don't do too many POV shifts. Stick to a maximum of three characters, if at all you need those many.

Minimise the number of subplots you have. An overcomplicated story may lead to loose ends.

Keep the number of primary characters limited. You can't have a group of ten friends, each with their own plots, floating around in one story.

Make your primary characters round in the sense that they evolve over the course of time. Secondary characters may remain flat.

If your chapter has more than two elaborately described events, it's too long.
