First draw a rough outline, shaping the eye. Use a light gray, and if you're using SketchBook, use the paintbrush tool that I'm using.

Add another layer and go over your sketch with black. Use whatever tool for this, depending on the size you want.
Fix up any thing you want, like cornors or anything.

Now for colour. I chose blue, as I thought it was the easiet to show, and it's also my eye colour, so, idk. Anyway, choose a dark variant of whatever colour, and fill the eye as shown below: (Add another layer for the colour.)

Ok. Then rub out any colour going over the lines, and delete the rough sketch. In this I only mad it non-visible. (Or invisible :P)

Then get a lighter toned colour of your choice (Remembering you do it on the same layer as the colour)

Then get a lighter toned colour of your choice (Remembering you do it on the same layer as the colour). Depending on the way ot is looking the downwards part will be in a different place. If it was looking straigt ahead it would be in the middle, etc, etc. Make this kind of shape:

Then add the black pupil inside the lighter colour:
