New Story+OCs Needed

I am thinking of writing a new story called "The Shatter War". This is the blurb:

Chloe lives in a time of war, for as long as she can remember, between the two countries, Mirage and Lion. Mirage, known for its deception and trickery, even against its own people, and Lion, with brute force and violence amongst itself. Chloe has a secret that many would kill for, and a quest to reveal the lies, and shatter the region to its bones.

And The prologue: "We can't just control them! Its Mirror Processing, and you know as well as I do that it is a form or torture in itself!" A voice from the far end of the able, shouted, appalled. The room was dimly lit and smelled faintly of rotting fish. A small candle flickered.
"But what happens if we don't? We must make sure that they won't turn. Think of the even more innocent lives lost if this War doesn't end." A murmur of agreement followed.
"I guess the math works out better," the anonymous voice from the end of the table spoke uneasily, still unsure if it was the right thing.
"So is anyone in disagreement? Speak now." A moment passed in silence. "Very well. The children will be kept in the basement behind the false wall in the barrel, just in case a patrol shows up. Tomorrow, we will start the Mirror Processing. A pause from the council occured. Mirror Processing forced a person's emotions to reflect the enchanter's will when done right, although there were flaws, like only working on children and caused physical and emotional pain on the victim.
The figure in the window knew he had to work fast. Otherwise, fifteen children were doomed to a lifetime of slavery. Fifteen children born into a war. The Shatter War.

Would anyone even be intrested in reading it? If i continue it will be awhile before it is up, due to the fact I need a cover. And is there anyone who would be willing to create and allow me t use an OC? I'm having a hard time coming up with characters....
