If people cared about littering then everywhere would be cleaner. If everyone littered there would be no such thing as bins. If nothing was thrown away then we would all keep everything. If we all kept everything then soon enough everywhere would be full. But to cut down on space, people would buy things less often, they would be careful what they bought and they would only buy what is necessary. People would reuse things and if they had too much stuff the only thing they could do is give it or sell it to someone else. The world would be much greener, and yet much dirtier.
