I've noticed that this isn't something thats so popular in the editing world here in wattpad. BUt hey, it can add up some nice details in covers. It adds up colors and totally adds a good amount of vibrant hues in a cover!
Question is, how can you add such?
01 - Open the cover of your choice, as well as the light textures you're going to use.

02 - Drag the light textures and position them to your liking.

03 - Change the layer style! Its up to you on what you shall use. If you want lighter colors, choose screen or the lighten options. If you want it dark, you go to the overlay section :)) Adjust the opacity to your liking!

Its up to your creativity where to place these. Make sure It doesn't cover up the important details in the cover! Always know consistency as well.
For Manipulation!! You can add these in streetlights, or lamps! So that it would kinda look like its actually glowing, or giving light! Just transform the layer and adjust it to the object, then set the style to screen or lighten! If you're wondering how that would look like, prefer to some sample edits below:
