Bio: For many years, Mike Haggar was a famed wrestling champion before being elected to the position of mayor of Metro City, which was plagued by the Mad Gear street gang. After refusing a bribe by them, Mad Gear kidnapped his daughter in order to force him to cooperate, but it backfired horrifically when Haggar decided to take matters into his own hands and fought through the gang to save his daughter. Even while in office, Haggar will make sure that no crime will be in his city, even if he has to make them learn through his own form of justice. Haggar is also famed for his training method of piledriving bull sharks.

Special Moves:
-Suplex: Haggar grabs the opponent by their midsection and leans backward, slamming them into the ground behind him,

-Steel Pipe: Haggar pulls out his iconic steel pipe and swings it downward onto the opponent's head. This can also be done in the air.

-Double Lariat: Haggar clenches his fists and stretches his arms out horizontally before performing a spin move, knocking everything behind and in front of him away.

-Violent Axe: Haggar rushes forward at the opponent, striking them with his shoulder, before following up with a swinging axe-handle punch. This can possible stun the opponent.

-Hoodlum Launcher: Haggar grabs the opponent by their feet and hurls them into the air, allowing for air combos.

-Flying Piledriver: Haggar grabs the opponent and jumps, piledriving them into the ground. This can also be done while in the air.

Throws
FORWARD: Hagger bear-hugs the opponent, headbutts them three times, then slams them onto the ground.

BACKWARD: Haggar bear-hugs the opponent, then jumps in the air and belly-flops to the ground with the opponent taking the brunt of the force.

Super Moves:
-Haggar Press: Haggar breathes in deeply and puffs out his chest before jumping high into the air and performing a powerful body press onto the ground, causing a massive shockwave along the ground. If it lands onto the opponent, it causes massive damage.

-Final Haggar Buster: Haggar grabs the opponent and performs a suplex, then grabs the downed opponent by their legs and spins them around before launching them into the air. Finally, he jumps into the air, grabs the opponent, and performs his iconic spinning piledriver, slamming them into the ground.


FATALITIES:
-Pipe Driver: Haggar pulls a lead pipe longer than the one he typically uses and smashes it into the ground hard enough for it to stand up on its own. He then picks up the opponent, jumps into the air, and piledrives them onto the pipe. The pipe lodges itself up the posterior, causing the opponent to scream in pain until Haggar pushes them down on it further. With a second good push from Haggar, the metal pipe erupts from their mouth, garbling their screaming with blood until they die.

-Breaking Point: Haggar bearhugs the opponent hard enough to crack their bones. As they struggle to break free, Haggar only increases his grip, breaking more bone. Finally having enough of their struggling, Haggar reaches up with one hand, seizes them around the face, then bends them backward, breaking them in half and discarding their bifurcated lower body to the ground.


Intro: Haggar appears dressed in a full suit before growling and flexing his muscles to the point that his shirt and jacket tear off, revealing his muscles.

Outro: Haggar raises his arms and his daughter, Jessica, rushes in to hug him. He then lifts her up onto his shoulder and waves to the audience with her.

Prologue: Even as a politician, Mike Haggar can't ignore any calls to action. When a mysterious portal appeared out near Metro City, it was Mayor Haggar himself who decided to find out what the rift itself was before letting anyone else take care of it. Upon touching it, the rift transported into an alternate world, where he soon found out that the only way back home was to fight his way out. Haggar accepted, happy in the fact that he would be able to fight once more.

Rival Cutscene:
(Haggar walks into a battlefield, rubbing sweat off his forehead)

Haggar: Man, that last fight was tough...but something tells me, that I've just beaten the rookies. I'm just a little closer to the champ...

(Haggar stops as he sees a posing and laughing Zangief)

Haggar: Or seems like I'm just ready to face him!

Zangief: HAHAHAHA! Who else wants to fight the Red Cyclone?!

Haggar: Hey, Cyclone!

Zangief: (turning around) Huh? You? You are that mayor I beat long time ago!

Haggar: That's right! And I'm here for a rematch!

Zangief: HA! You want rematch? I accept! Show me if you've gotten stronger since!

Haggar: Heh, gladly.

Ending: After his return to the world, Haggar received much fame from the world, who had believed that he entered the portal and defeated some dimensional threat on the other side. With this, Haggar decided to retire as Mayor of Metro City in order to run for President of the United States. Winning in a monumental landslide, Haggar soon led the country into an era of progress, but when terrorists threatened his home and loved ones, Haggar once more left office to take care of them his way--getting out and doing the job himself.
