The users hands will be able to produce temperatures that are behind freezing that can be used on people to objects can be used to freeze moister like Todoroki's it's not as powerful but it can be used to make more accurate and controlled structures.
Strengths:
*The ability to give a person frost bite or even freeze their limbs off
*Freeze an object to a point where it shatters under any significant force
*Freeze the moister in the air to make weapons,animals,or clones
*Can be turned off
Weaknesses:
*User could freeze themselves after using it for more then ten to fifteen minutes
*Fire,lava,or anything that's hot enough to melt ice
Special Attack:Ice Arsenal
Create hundreds of weapons out of the moister in the air and throw them at the opponent to overwhelm their defenses to maim or injure them
Other:
*Persons hands will allows be cold even if the quirk is off
