Walking down a street while eating or drinking something isn't illegal. You're not going to get shouted at, but you will get the stare of disapproval.
A lot of people don't know not to do this until they get here and never see anyone doing it. You'll find that if someone wants to eat or drink something quickly outside, they will buy it at a convenience store and eat or drink whatever they bought out in the front of the store.
It's the same with vending machines; if someone buys something from the vending machine, they'll eat or drink it next to the machine.
The main reason is because citizens are very conscious about keeping the streets clean here, and they don't want to ruin someone's day by having you walk in your trash or spilled coffee.
That said, all you have to do is just stop and eat or drink whatever it is right there and then. Maybe on a bench, or standing at the side of the road.
