I have a theory that just like Dabi being a Todoroki. I feel that Tetsu and Kiri are related because of the fact that QUIRKS ARE HEREDITARY AND WHEN THEY COMBINE WITH OTHER QUIRKS THEY CAN CHANGE THE QUIRK AND THEY ARE LITERALLY THE SAME PERSON.
