In your society the way it's worked for years is that, starting on your tenth birthday, and every year onward you receive a picture pertaining to your soulmate, from the government officials, although it's never a picture of their face, sometimes maybe a hand, or their home or something... your birthday this year though you somehow get a picture of his face!!
