Ok, maybe I'm a little serious about it. After all, they do say something about your character, ya know, anime-wise.
For example, if your character is a long haired shinobi, then there is a higher probability that they will die : )

If you're drawing up a comic, then I will agree that hair design is incredibly important. But no, this is wattpad, not webtoon, and unless you are incorporating media into your story, then you don't really need to worry too much about the hair.
But hey, it adds a little more to your story, doesn't it?
Generally, ninja don't want to draw too much attention to themselves, so if you're trying to make your character a traditional shinobi then they would have dark hair, or want to conceal their hair if it's brightly coloured.
But this is anime, so if you want to give your character bold hair like Karin Sakura or even Naruto then go for it! Just know that it will draw attention. (Karin's hair colour drew attention to her because it signified that she was an Uzumaki and Sakura's hair... well, the shit's pink.)
Characters who have long hair are usually more regal or powerful, (Kaguya, Hinata, Neji etc). Characters with shorter hair are mostly brash or have fighting styles that involve getting rough and all (Lee, Naruto).
Super spiky hair indicates god tier chakra.
(Remember all of these are arbitrarily drawn concepts. You can have an regal character with short hair or a brash character with long hair. This is just a basic guide.)

I cannot stress this enough.
Your character's clothes go in line with whatever village they live in.
Leaf Ninjas generally wear brighter clothing than the other villages, probably because 1). The village comprises of most of the important characters and 2). Those btches don't know what the fck stealth is.
The Ninja do have a general uniform, which is the easiest to imagine for me. It's legit just a flak jacket and sum pants.
