The Empress and the Emperor has all the magic that is connected to Celestial while the princes and princesses has one each but none of them has basic Celestial magic
The residents, however, has the basic Celestial magic only few of them has the magic that the royal family has. Despite the somewhat weak magic they still manage to make it stronger that almost most of the residents are S-class level
The Royal Family are the one who recruit the mages as S-class level
Females has more reputation than the males so it's why Lucy is the crown princess meaning, she'll be the next Empress of the Empire not her brother, Rei
