When the elections start happening, America usually skips meetings and hides in Canada, one of the Irelands, or Scotland.
Sometimes, if were ever to drink alcohol, he would somehow magically go to England's house, knock on his door, and, whether he opens it or not, America says, "Take me back as a colony! I can't take being a country anymore! I promise I won't cause another revolution!"
England, out of pity, would take America in and let him sleep in the guest room. Next morning, America somehow wakes up in his room.
Basically, during the elections, America runs from problems.
