Each Percy can move around from place to place in their world. The only reason they can change the earth they are on is because when they travel, there is a small weakness when doing so.
This weakness is the small strand that holds the worlds together. And they follow that strand to a world, not of their own.
However, if that strand was ever to be cut, then travel between worlds will be impossible with the point technology is at now. And when technology reaches the point needed, who knows if they would even remember their other universal siblings.
