I'm going to make the category of 'unpopular character' pretty wide here: No Kakashi, Naruto, or Sasuke, and no one in the Akatsuki with the exceptions of Konan and Zetsu.
This still leaves plenty of options though! Zabuza and Haku, anyone from the Sound, anyone from any of the other 5 main villages who's not in the Akatsuki, Team 8, Team Gai, Iruka, the Sannin, etc.
