Though it is believed that the Marauders map was snatched by Filch from the Marauders in their 7th year, it was actually the Marauders decision to give it away to aid future trouble makers. They wanted to leave it behind to help future students. If someone could take it from Filch's office, they would surely make good trouble makers :)
