I feel like Shiggy and Toga are super close.

Its canon that Shiggy is actually closer to Toga's age (17ish) than he is Dabi's (24ish). Shiggy was 20 when he first appeared. Also, he canonly "accepted" Toga into the League faster than he did Dabi because she showed him respected and introduced herself.

I headcanon that Shiggy brushes her hair and they do braids on each other. Also, Shiggy totally rocks her skirts when they're alone, as does Toga in his baggy hoodies.
