The movie takes place when you and Hiccup have heard of a Dragon Hunter called Drago Bludvist
Toothless and Tempest will reunite when Valka showed Hiccup the Dragons' Nest. Tempest was traumatized because she was caught by dragon hunters, but they're not the dragon hunters that work for Drago Bludvist. Those dragon hunters were known for selling dragon parts on black markets. Tempest nearly lost an eye when Valka and Cloudjumper rescued her. She got a scar near her eye when one of the dragon hunters tried to attack
Tempest is the only one not controlled by either Drago or his Bewilderbeast
