The Administrator is an unknown person who has power over the 05 Council and the SCP Foundation itself. He is at least a quarter of a million years old. The Serpent's Hand found out that there may have been multiple Administrators who took position of this Foundation role.

The 05 Command (also known as the 05 Council, Overseers, Overwatch and the Big Thirteen) are the highest known authority within the SCP Foundation, consisting of the organization's top-ranking leaders.
They are a shadowy group of people, a secret society within a secret society,whose true identities are all classified as top-secret. Little is known about 05 Command's membership; though it is generally accepted that it consist of about 13 people, however by some accounts the exact number varies. They may or may not answer to their boss, the Administrator; assuming that he/she/they are not just another member of the 05 Council, then they are the true leader of the entire Foundation.
