Gero made many androids like android 16, 17, and 18 but some where scrap like 13 to 15 buy gero did made 2 more but expect they are way different from the androids they are called the gammas, gamma 1 and gamma 2. Gero made them to be heroes and yes gero weren't care but in his eyes goku and his friends are the villains and see the red ridden army as heroes. Gamma 1 is serous and wants the job to be done and gamma 2 is the different he is least serous but still wants the job to be finished, in somewhat they are similar to android 17 and 18. Gero became a android and made a new android, together they are android 19 and 20, goku felt into a sickness place, his friends fought off the androids they did kill android 19 so gero retreated to his base and open up android 17 and 18,
