Once one of the states personification d!ed they would either wait to be found by a state or gov or they would go online and try to figure out what to do which would mean gov or one of the higher states (California or New York) would get a notification if this happened one example I can think of is Texas he had woken up after being murder and had just wondered around until he ran into gov and was taking in. If you have any states you would like to hear their backstory (it can be your au or mine just have to tell me!)
