Tome had gotten there early and was bored waiting for his friends to appear. It was about noon so he took a stroll around the town, checking his watch he sighed. They wouldn't be at their spot for a couple more hours.

He found himself getting drawn to Northside, he teleported from building to building. He found that using a teleportation spell was the easiest way to travel around.

Striding down one of the roads he saw an abundance of neon signs clouding the pale sky. There were animated lights that moved around the edges of some signs. However, others just glow entirely.

"Las Nevadas" he breathed in awe, staring at the illuminated streets of the bright city. He found himself stepping inside, not everything was casinos but most hotels and big, important buildings had them.

Including Las Nevadas' four center towers. Each was named after certain cards, King, Queen, Jack, and Ace. Ace resided in the middle of the other three towers which surrounded it.

It was by far the most fancy and tallest building in all of Las Nevadas, and at the top was Ace's office. Tome found it funny that Ace resided in The Ace's tower, his three closest allies resided in the other three.

During the creation of Las Nevadas, there were a set of rules made for Pogtopia. It was a safe place for villains and vigilantes to go without worrying about heroes.

Of course, Pogtopia's heroes were allowed inside as well as long as they didn't cause trouble. Hell, a hero resided in one of Las Nevadas' towers. Warden, the main scientist of the agency, had full control over The Jack's tower.

Of course it was the smallest tower and was named after the lowest court card, but it was still an honor to be so high up to be gifted the deed to even a part of a tower. Ace's right hand man, Slime, a.k.a a vigilante resided in The Queen's tower.

No one knew what their alliance was exactly, only that they were extremely close. The final tower was The King's tower, to the normal citizen or even the supers it was vacant. No one resided within it.

But Tome wasn't stupid, I wonder what Shifter's done with the place he thought to himself. In a card game the four court cards from lowest to highest were: Jack, Queen, King, Ace.

It wasn't a surprise the largest tower was named after the strongest card. "Shifter has made himself at home, it's rare anyone knows he's even there, he is quite sneaky" a voice said from behind him.

He turned around stifling a scream of surprise as he came face to face with Ace, his eyes were most definitely contacts as it was a black spade for an eye instead of a normal iris and pupil.

He knew why, the ace of spades is the highest, most valued card in a deck, it was also known as the Spadille or the Death Card. All four shapes ran down the sleeve of his coat,

"Tome right? This is your first time in Las Nevadas right?" Ace asked, "yes it is" he responded, he had never actually had the time or money to even dare step foot in the split between the cities.

But, since he was a vigilante didn't mean he had to have a reason to cross the borders. Only a few strict rules kept the balance of Las Nevadas in order. 1. Vigilante, heroes, or villains were allowed in Ace's domain. However, if any of them dare start a fight there would be consequences.

2 was a pretty simple rule, made as a warning rather than an option, Don't. Cheat. 3 was also dedicated to the casinos where you must be 18 to gamble and 21 to drink.

Which he'd always thought drinking was more legal than gambling, but damn, it wasn't his country to run so who was he kidding. "Since your new" Ace started, "let me help you make a Las Nevadas Identification card, i do this for every new hero, vigilante, or villain that happens to pass through" he explained.
