Why in the world someone decided to put four fractions in one fraction, I will never know.

I never loose my temper for any reason, but I have broken down crying the night before a test because I didn't understand the fluffing math.

Why are there fractions in the exponents? Why can (7x-1) be in an exponent? Why are there exponents???
And for those of you who haven't encountered this level of math yet, I wish you luck for when you do.
