Ok so, Charmie barely knew her own mother. Not because she died, she and Toni actually ran away from her (which is another story) and she was only like- 11 when she ran away. Toni and Emperor first met at after a turf war match and all, and when Emperor introduced him and Charmie to his team, Charmie started hanging out with N-Pacer, and got more comfortable around her to the fact she sees her as a mother.
