SO yeah Legend is similar to Diend who used Neo Dienddriver to summond orther Riders

In orther leaks,it's shows that Legend is trasformed into Den-O sword form and Decade.

Unlike Decade who when he change into orther Riders,he trasformed fully into the Rider form with he only keep the Neo Decadriver,when Legend trasformed into orther Riders Legend still has gold ornaments on his left shoulder and the right side of his waist in gold.

So the ability of Legend is combination between Decade and Diend.my opinion is maybe if they add Legend into the show at least it can increase the rating, even though many Tokufans are quite anti-using Legend Rider's powers in non-aniversary series.
