It's basically the same as what Mio did to the spirits girls using qlipha crystal

By doing so she has unleashed a powerful mindless slaves that only answer to her (yup, no free will here, just a completely mindless slaves)

Pretty much turning this timeline into shit like the timeline where 'Beast' was from

Basically turning life worse than it already is

Many countries began their investigation only to quickly end due to the said beings labeled as "Legion" began to show hostility as they began to attack the populated area like big city in a group

Over the course of a few days, there have been multiple reports of cities that have fallen by the hand of them

At some point, the situation got so severe, that the united nations decided to sacrifice all the natural resources, strategic values, and millions of citizens to call for a nuclear strike in hope to obliterate the oppressing forces

Which is from a certain point of view, is very stupid considering the plan to solve the problem by creating a bigger problem

The Ratatoskr organization have taken notes and concludes that the Legion is classified as spirit

Even though the nuclear strike was proven to be effective, it doesn't concerned the Empress at all

This due to Him along with Ratatoskr were getting pummeled by the Tenka both physically and mentally as they suffered more damage than the rest of the world

Hero was shaped by the villain they opposed, so Tenka did not hold back until she got the results she wants
