1 day after Jackson's funeral, Terry decided to explore the City a bit more. He hoped that this would help him to clear his head. Terry arrived at City Hall to look around for any people that think they will walk away from him untested. Terry finds and lists a few people down that are in need of rehabilitation such as these 5. Liam Keenan, April Sculler, Henry Dewies, Jamey Hudson, and Fiona Parker. But while he looked for more people to list down and research, Terry noticed something in an alleyway. Terry goes over there to see a child stealing a tire off someone's car. Terry knew that something like this was not very common, especially for a kid to do. So he decided to follow the child.
So who was this Child?
Why did he take the tire?
Does he have to be tested?
What did the 5 people on Terry's list do that was so bad that they need to be tested?
