"Reduce the military budget?" the hawkish elder slammed his hand on the table. "Are you joking? Iwagakure has always been eyeing us like a hawk. If they learn that we've reduced our military budget, those monkeys might just launch another war!"

"That's why we need an alliance! An alliance!" the reformist elder of Sunagakure retorted, a dark shadow crossing his eyes.
