This one is in the anime. Piplup is a Water-type Pokémon, but needs an inner tube for the water.

I guess the logic of Pokémon needing the HM Surf goes into this one, but you can catch Pokémon in the ocean and not be able to swim using Surf even though you caught that Pokémon in water.
