The City is made of technology. Every surface is digital. There's flying cars, teleportation, new rocket propelled boots, digital money, video games that appear to the gamer like they're in the video game, city broadcasters, holoprojecters, etc. The government (a group of really smart robots) can view your location on every single step you take, every building you touch, etc., because of super smart sensors in every inch of the city (includes buildings, walls, and the ground).
