Plot twist 6 - Katniss is divergent?

Panem lies in the ruins of North America, just as Chicago. The information we didn't receive, though, was where in North America.

Panem was another experiment of the Beurou which lasted longer than the Chicago experiment. Re-naming the experiment from Hollywood to Panem kept it secret from the US government as they thought it was yet another deserted failure.
After the rebellion, when district 12 was being built up again and children had come to the Mallark family a heartbroken man who almost religiously worket for the government named Tobias Eaton came to the victors village.
He was there for Katniss.
They had been watching her all her life, and after the Games they new she was the one. She could, with just the sacrifice of her life, save the whole planet.
They didn't care about her thoughts.
They never cared enough to explain.
Nor did they care for the people around her, like Peeta.
And they got what they wanted,
while they left the Mallark family beyond repair.
