Monsters always communicate in song. They sing while they speak, and the tune they sing in either reflects their mood or reflects who they are if they're in a neutral mood. Ex. While fighting Sans in the genocide route, you can hear megalovania to his dialogue, but near Snowdin, ex. while he's getting you to hide behind the lamp, he sings in the tune of the OST track 'sans'.
Background music, say the Snowdin theme, while talking to characters, is quieted while the characters are singing.
In a Pacifist/Neutral playthrough, characters, while in a neutral mood, will sing in their respective theme songs that play while fighting them. When they speak during battle, they will sing along with the tune that's currently playing.
Otherwise, while feeling an exaggerated emotion, they will use a tune that represents said emotion, with bits of their theme song mixed in, using the same type of genre.
Yeah I know it sucks but it's something.
