Not really, no. It's just a precaution for anyone who doesn't want to get on his bad side. As you can see, Ripper doesn't seem friendly, well to others he doesn't like. He's even almost killed one of our own. So, we gave him a muzzle, and he agreed. So, if he doesn't have a muzzle, it's either because it came off by accident (somehow), he's more trustworthy, or to get VERY serious, which I doubt we would ever use for something to be in that kind of situation.
